Wait till the chill is past and see what kind of land is left after possible flood waters have passed is the route I would go. Plastic and silk flowers seems to last a long time, whereas ones made out of metal or cement can last for years.

get your lawn green and plant bright plants and plants that
have bright flowers, really place some colour into your garden.
some excellent plants for colour are; Bromiliads, canna lilies,
agapanthus (blue and white) and fairy fountains, also
you can add some green box hedges. also mabe a pond.
